Dr. Rhoderick J. Ramsey is a trusted expert in performance improvement, leadership development, and organizational learning with over 15 years of experience across public, private, and nonprofit sectors. As the founder of Astute Performance Consulting (APC), he helps organizations close the gap between intention and impact by aligning strategy, people, and processes for measurable results.

He developed the KNOW Leadership Framework™, based on four essential components of leadership and performance: learning, culture, business, and strategy. This framework serves as his guiding approach to helping organizations achieve their goals with clarity and purpose.

Rhoderick’s career began at the ground level as a store trainer for 7-Eleven, where he trained clerks on the fundamentals of running a store: managing orders, supporting customers, and daily store balancing requirements. This early experience ignited his passion for teaching, coaching, and making complex systems easier for others to navigate.

As an adjunct instructor at the University of Central Oklahoma, he further developed his skills in adult learning, curriculum design, and instructional delivery. His role at Capital One Bank allowed him to hone his facilitation and adult learning skills, while his work at the United States Postal Service expanded his capabilities into instructional design and client management, including the redesign of large-scale training programs.

At the Federal Transit Administration (FTA), he advanced into program oversight, stakeholder engagement, and change management, while at Amazon he refined his team leadership, global training management, and performance strategy expertise. His academic path culminated with a Doctorate in Educational Psychology and Technology with a concentration in Instructional Systems Design. His Doctorate provided him with the research and analytical foundation to connect practice with measurable outcomes.

At the Federal Transit Administration (FTA), he mentored junior staff, providing strategic guidance on program management and professional growth.

At Amazon, he directed a global system conversion training project impacting over 100,000 associates, launched the Consumer Safety and Security Certification Program for 60,000 employees, and managed a multicultural instructional design team supporting 14 countries.

At the FTA, he redesigned the Public Transportation Safety Certification Training Program (PTSCTP), securing $500K in funding, and managed budgets up to $3M as a Contracting Officer Representative (COR). He developed strategic plans, blended learning programs, and safety promotion initiatives that shaped national transit safety practices.

At the United States Postal Service, he redesigned new-hire customer service training for 52,000 employees, securing $1M in funding, and led compliance training for 160,000 staff, mitigating the risk of more than $700M in federal fines.

At Capital One Bank, he led a 12-month enterprise-wide system conversion project across seven regions, developing trainers and coaching facilitators to ensure operational success.
